the saying is true in buenos aires "when it rains it pours", but in the literal sense. it's like the buenos aires clouds are conspiring, saying "if we're just going to drizzle, what's the point? if we're going to do it, let's do it right".
when it rains, the sidewalks flood immediately, the sky goes dark, the subway often shuts down, businesses close because water starts to seep in...and then i just stand there in amazement...

I was on the balcony when the first ferocious part of the storm hit, and I could just barely see the building across the street. Wow.
